The restitution process being developed by the Minnesota Department of Corrections will involve the careful formulation of an explicit individualized restitution plan involving the offender, an agent of the criminal justice system, and, whenever possible, the victim. Randomly selected adult male and female property offenders upon admission to prison are to be offered the option of living in a community correctional center and making restitution as an alternative to penal incarceration. An experimental design is proposed to measure the effects of the program relative to the prison program as well as the extent of reconciliation of the victim and offender.
